Meeting called to order at 5:10 by Jeanne Simi.

Town Cleanup
The town clean up went well. The weed eating along Main St. is in progress. A big Thank You goes out to Frank Zelke for cleaning up the Memorial Rose Garden. It looks great. We also want to thank the Klickitat County Master Gardeners and the Conservation League for the donation of plants they made to the town of Wishram. There were about 50 trees of different kinds and several types of native bushes and shrubs.
Steam Train
There will be a steam train coming through on July 2 and 3. It should arrive in Wishram about 10:00 AM and will be leaving about 1:00 PM. There will be a catered dinner for those riding the train. Wishram Council has been contacted to provide the cleanup and would like to know if anyone is interested in helping with this. We can set up booths, either retail or informational. Train Cleanup
The annual train cleanup will be held on June 25th at 10:00 AM. Lets all plan on turning out to make our engine sparkle for the steam train people and for the big July 4th celebration. There was some work done on the train the past month and hopefully more in the future. Thanks to Jim Fisher for his efforts with this project.
July 4th Celebration
The theme this year will be an “Old-Fashioned 4th”. There will be a planning meeting on May 17 at 2:00 PM at the church. Christine Wolfe will be running the games this year and needs some help. Contact Jeanne Simi (748-2202) if you have ideas or wish to help out.
Garbage Trains
There have been several complaints again about the garbage trains sitting in town for more than 24 hours. If you are having problems with this let Jeanne Simi know.
High School Ambassador
Susan McConville, a freshman at WHS, will be a student ambassador this year. She will be visiting Spain, France and Italy as part of this program. This is a once in a lifetime opportunity for her. There will be at least one more fund raiser to help her pay for this so lets make sure she makes it.
Garden
If you have branches, shrubbery or limbs up to 5” in diameter you may drop them off at the garden in the back by the gate. We will be chipping them and using the chips for mulch around the garden. The garden is looking good and we hope to have warm weather soon to get the rest of the plants in the ground.
Best Yard
The Best Maintained Yard prize will be awarded again this year starting in June. So keep an eye out for the one you would like to nominate. An award of $25 will be given to the yard with the most votes each month.
Updates from the Sheriff
The Sheriffs has said that he will be getting the Council a list of all the Sheriif calls for Wishram and they will be in the paper. He also hopes this information will be available online by June but can’t promise as money is short.
The Prosecuting Attorney can tell you the status of current cases as that is public knowledge. So if you have a question or concern let her know. She needs to know what the community is feeling.
Just a reminder: Loud noise, barking dogs and smoke from yard fires are nuisances and can be turned in to the Code Compliance Dept. If you have a complaint about something going on in town contact Jeanne Simi to see if it is something Council can help with. If not, she will try to direct you to the appropriate dept.

In attendance: Jeanne Simi, Holly Lay, Garrett Keeton, Jeri Hore Guests: Sheriff Rick Macomas, PUD representatives Meeting called to order at 5:10 by Jeanne Simi. PUD Water – There will be a hearing on May 28 on a proposed 1.5% rate increase. The work scheduled for this year: Replace pipes on Railroad Av., the Coffield well study, Wishram reservoir study, water system plan. There are currently 201 water hookups and they are permitted for 260. so no plan for expansion. Wastewater – Another small rate increase is scheduled for this system this year. PUD was questioned about flushing the lines with several residents saying there was a lot of crud in their water, Including the Fire Dept saying they have to change nozzles many times during a fire as they get clogged up with debris. PUD stated they flush the lines in May and Sept. If you have problems with this you may contact Tim Furlong at 773-3111. Electric – There were 3 outages in 2010 which fell within the standards. PUD now has a full time tree trimming crew. They have added no staff except at the landfill facility and are still using 2009 budget figures and are currently under budget for the year to date. Bonneville Power will be raising their rates by 8% in Oct which will increase PUD costs. PUD has absorbed the last two rate increases by BPA but can no longer do this so the wii be recommending a rate increase to the PUD board, which if passed will probably take effect Oct. 1. Landfill Project – The facility’s output is now 10 MW. The $65 million expansion, which is expected to be completed within 16 weeks will add 26 MW for a total of 36. PUD’s current load is bout 40 MW. EDA Grant The Community Council and the Fire Sept will be the recipients of their requested monies. The Fire Dept. requested funds for radio equipment and the Council wanted funding to help with “Lighting Up Wishram” Phase II. Lighting UP Wishram We have met with the property owner of the land who has agreed to grant a utility easement to PUD for placement of the new light poles. Prior to this there will have to be some cleanup as there is trash and lots of undergrowth and some trees that will have to be removed. Council is getting costs on this and will keep us informed. Town Cleanup Don’t forget to get your bags from the school and put them out on the road right of way for pick up on April 29. We are still looking for volunteers to weed eat Main St. contact Jeanne Simi for more info at 748-2202. July 4th Celebration Planning is underway with the theme of an “Old-Fashioned 4th”. Contact Jeanne Simi (748-2202) if you have ideas or wish to help out. Wishram Lake We made contact with one of the owners of Wishram Lake who reminded us that it is private property and not public land, which means any unauthorized activity is trespassing. Ross Management (Northwest Storage) has said they do not want anything disturbed at the lake until such time as an environmental assessment can be done. We still have to hear from the other owners on whether this is something they would be interested in pursuing. In light of this all plans for Wishram Lake are on hold. Train Park Bathrooms Despite all our efforts the bathrooms have been removed from the budget and we can get no answers on why! The new bathrooms at Lyle and Horsethief came from different agencies. Jeanne is trying to get info on the cost of the one at Horsethief for use in our fight. County Commissioner David Sauter has promised that the next bathroom in a Klickitat County Park will be at Wishram. Hope we can hold him to that. Railroad Grant As mentioned is last months paper, there is a grant we can apply for concerning railroad safety, history or informational. We requested anyone with ideas email Garrett Keeton but he has had no response. The suggestion came up at the meeting were informational signs around the edge of the park about how the railroad influenced Wishram. This would fall in line with the planned centennial celebration. A viewing platform and museum were also mentioned. Contact Garrett at ‘gkeeton@comcast.net with any idea or to help. Clarification There was some confusion about burn barrels in last months paper. Burn barrels are illegal, as is burning anything other than yard debris. Complaints can be sent to the Dept of Ecology for investigation. Complaints If you have a complaint about something going on in town contact Jeanne Simi to see if it is something council can help with. If not, she will try to direct you to the appropriate dept. Grant Garrett Keeton has found a grant that Wishram can apply for. It will cover anything that is railroad related, such as history, safety or informational. He and Linda Cassidy will be working on this as it is due June 15. If you have ideas for this grant’s use contact Garrett at ‘gkeeton@comcast.net’. Home and Garden Show This year’s show will be April 15 -17 at the fairgrounds in Goldendale and is free. Gorge Grown Food Forum This will be held at the Pioneer Center in White Salmon on April 9 from 9:00 AM to 3:00 PM and is an opportunity for Gorge residents to come together to learn more about food and farm issues in the area, to build skills and make local connections. The event is free but is you want lunch the charge will be $10 and you need to preregister. School Let’s not forget the Silent Auction and Lip Sync on April 22 from 5:00 – 7:00 PM benefitting the Senior Class. There will be lots of really good items to bid on and the Lip Sync promises to big fun. Updates from the Sheriff He is trying to attend all council meetings to hear from the residents. They are still working on the problems that have been brought to them. He asked about our July 4th plans. Hopes he can attend for a while to show support for the community. He also reminded us to be considerate of our neighbors and to watch the time when setting off fireworks and as always to be careful with fireworks. He also informed us that about $1000 of the $5000 we can from Meth Action Team for the ‘Lighting Up Wishram’ project came from fines imposed on drug related convictions in our area.

EDA Update

Since the Counciil meeting the County Commissioners have voted to discuntinue the EDA gratns starting in 2012.The grants for 2011 will be for Public Safety only.The money will be used for the "Klickitat County Radio Project" instead of being used in the communities for economic development.You are encouraged to call the Commissioners and let them know this is not acceptable and to find another way to fund this federally mandated project.For more information Google "Klickitat County Radio Project" and get the lowdown on this.

Coming soon to Wishram is the 4th Annual Live Nativity,which will be Dec.17,18 and 19.This is a community event that all can participate in and where all are welcome.As always volunteers are needed to populate Bethlehem.Being shy is no excuse as there are no speaking parts and costumes are provided.Planning meetings will start in Oct.so keep an eye on the new community bulletin board,down by the Post Office,for further information.

Wishram Community Garden

Sept 25th was the last day for the Community Garden Produce stand.Response to this endeavor was outstanding this year with all proceeds going back into the garden.Work will continue at the garden until frost after which we can figure out how much we grew,proserved and shared.Plans for 2011's garden are already underway.This first meeting will be held in early January.

On Sept.11th Wishram hosted a First Responders Day.This event came about after Sheriff MaComas suggested a fundraiser with a dunk tank where he and others would be'dunkees'.Although it started out as a community event it soon grew to be county wide,with all fire dept.'s and community councils invited.Despite the short notice the turn out was good.Wishram School had several food booths operating and also ran a small carnival.Proceeds went to ASB,Pride and Class of 2011.The dunk tank was a big hit and the proceeds went to the Emergency Medical Services Council.The Community Garden and Community Council also had food booths with the proceeds going back to the respective organizations.Live music was provided by local band"Sessions"who did a wonderful job.Another attarction was the 'water ball'competition in which Wishram fire dept.took on all challengers.Thank You Klickitat County sheriff Office,Klickitat County Search and Rescue,Dependency Health Services,Community Enrichment for Klickitat County and Gorge Grown for their outreach support.A special thanks to Crystal Dodge for donated use of her bouncy slide and to all others who donated and helped make this a memorable event.Hopefully other communities will take this on in the future.To see pictures of this and other activities go to our blog at :wishram-wa.blogspot.com.

Wishram Community Garden is in full bloom and producing lots of veggies.

If you love fresh vegatables like most of us do here this is the place for your fresh needs.The Vegatable Stand sells anything from fresh veggies to fruits.

The Vegatable Stand is open every saturday from 9am to 12pm.Selling lots of different types of veggies.

Our volunteers are hard at work 2x's(wednesday's & saturdays) a week.They are constantly harvesting,weeding and planting new stuff.If you would like to just stop by and check out the Wishram Garden it is off of Hwy 14 next to the frontage rd.
Everyone is WELCOMED to come,check it out or to volunteer your time to help out your neighbors.

We have out of town volunteers coming from Dallesport,WA. and The Dalles,Or. It's been succesful this year with volunteers coming out to help.

The WSU Center for Civic Engagement worked on various Horizons projects. One of the Architecture 201 classes provided designs and plans for proposed Wishram Firehall. The class presented three plans for a fire hall in Wishram via a webcam meeting.

Wishram Community had their 1st meeting to set up the N.W. for our community.It was a great turn out there was 23 community residents that attended.
Our guest speakers were:

Tim Oneal (Prosecuting Attorney)
They were able to answer our questions and give us advise on how they can help us with our N.W. and they will be meeting with us once a month.

Community Council has set a date for our 1st meeting Sept.21,2009 @ 5:00 pm @ school community building.
We as a community need to be involved with whats going on in "Our Town". If we don't "Who" will? If you are tired of the crimes that are happening in our town,then this meeting is for you.
One person can't do it alone,but if we as a community stand together we can make a difference.
Let's "Help" our town residents feel safe as they go to sleep or go out of town leaving them with the feeling of security and comfort of knowing they and their belongings will be safe or when they return home.
Please come and have your views heard or just to get involved.

Turn out for Comm.Council Meeting there was 14 community members attended the meeting.
There was varies topics that was addressed.
We had guest speaker's Bob and Linda Huffman from The Dalles,Or. about Neighborhood Watch. and
Officer Gunnun from Klickitat Police Dept.
They talked about what Neighborhood Watch how we go about getting it started in our town,the do's and don'ts.They are willing to work with us to get our's started.How we can work with the Sherriff's Dept. and become a team work together not against each other.The info.that was giving to us is will worth it.It will be alot of work but in the end it will be worth all the work.
It's time to take "ACTION",take our town back.

Horizons Canning Class

Canning class learned how to make and can jams,jellies,and pie filling.We were able to make Huckleberry,Raspberry jam and jelly and we also made Peach pie filling.

2nd Canning Class

Monday 24th,Our canning class met at the Wishram Community Church.We cannned Carrots and Green beans.
Our next canning class is set for 8-31 @ 2pm.Come to learn how or if you already know how come anyways.
Canning has changed over the years from when our grandma's,mother's and aunt's were canning our foods that were harvested from the fields.
I thought I knew the canning bussiness just because of what I learned while growing up on the farm.
We have others in the class that has been canning for many years that are learning the new techniques to canning the right way.
Canning classes are opened to the community,meeting place is at Wishram Community Church.
Watch for new dates.

Our Community Garden is in full bloom,we have lots of veggies growing and blooming.We have been planting new and pulling old to plant new just about every week.We are picking veggies every week.Our veggies out of the community garden is being used for many things that benefit our community.
We're enjoying the relaxation,meeting new member's or just talking about our town that we are proud of.Most of all we are having doing what we enjoy doing.

Camp Fundraisers

The Wishram Community Church kids are having an Ice Cream Social on June 19, 2009. They will not only be serving icecream, but also pizza. 7:00 p.m. in the Church kitchen. All proceeds will go into the send the kids to camp fund.

There will also be a car wash in the Fadness Realty parking lot in The Dalles, OR, June 20, 2009

BOC Meeting

Please attend the BOC Meeting Monday, June 15, 2009. We will be discussing all the activities for the year, past, present and future.

The Community Garden is doing well. Plants are growing and the first harvests are in progress. Come on out and pull a few weeds and take home some radishes and spinach. Or just see what is there.

The train clean up is comming up June 27. We need all the help we can get.

We will be finalizing plans for July 4th as well.

Awana Derby Cars

February 7 and 14 the kids and their sponsors put together and painted the Derby Cars for Awanas, the race will be February 28, 2009 at the Calvary Baptist Church in The Dalles, beginning at 8 a.m.

As evidenced by these photos, the kids, both young and old had a blast making the cars.

Leadership Plenty

Audra Moffett, Charlotte Newton and Rhonda Hargrove have lead 6 (six) sessions of Leadership Plenty so far. They have exceeded the halfway point in this training. We are encouraged by the turnout at these Saturday Meetings.

Leadership Plenty is a program dedicated to identifying and equipping the natural leaders in our community. It is part of the Horizons program to aleviate poverty in our community. This program has followed behind the Study Circles conducted in November and December. We will be moving into the next phase of the Horizons program at the end of Leadership Plenty. Please watch this blog and the FallBridge News for times, places and updates.

The analog to digital switch

In February the FCC is switching broadcast TV from analog to digital. You don't have to go out and get a new digital TV to keep enjoying your TV, but you will need a converter box. The federal government is offering cupons to assist with the switch. See the following link for details.

Gary Oakley has volunteered to host a listing of any bartering opportunities there are in our community. The idea sprung from ideas developed at our Study Circles. We have talented people here in our community and some may have items or goods to trade for services, or other items. Let Gary know if you have anything to add to his list.

Information and Resource Manual

Holly Lay has kindly volunteered to compile an Information and Resource Manual listing such things as Governmental Agencies, which to call for what service, Hospitals, Doctors, Dentists, Optometrist and Ophthalmologists and other medical services, Transportation, DSHS and their many departments, and any other informational need we might encounter. Please contact Holly with any additions or suggestions you may have. The Manual should be published and available soon.

Leadership Plenty Training

Community members Rhonda Hargrove, Charlotte Newton and Audra Moffett will be conducting Leadership Training beginning January 17, 2009 9 a.m. thru most of the day at the Wishram Community Center (school cafeteria). The training is open to any interested community member. Lunch will be served. Comfortable seating will be available.

Rhonda, Charlotte and Audra attended Horizons Training in Leadership Plenty December 4-6 at the Washington State University in Spokane. They are eager to share their training with the community.

At this first meeting they will share what Horizons is all about, what we hope to accomplish and how we as a community can become proactive in serving our own needs.

We hope to see many community members there.

Community Garden

We have a garden spot located at 1970 Highway 14 Frontage. Our first meeting of the year will be January 18, 2009 at 2 p.m. The meeting will begin at the garden spot and move to the Wishram Community Church kitchen. Anyone interested in participating in the garden should come to this planning meeting. We have discussed setting aside a portion of the garden for children, so if you think your kids would like to be involved, please come.

Wishram Senior Meals

The Meals program is a pilot program to serve one meal per day to housebound and disadvantaged community members, funded by an anonymous donor for 3 months. Started January 24, 2008, we are now serving 11 individuals. If you would like any further information, please call Jeanne Simi at 748-2202. She can also enroll qualifying individuals into the program.

Betterment of the Community Meeting

January 11, 2009 the BOC (Betterment of the Community) met for the first time this year. Those in attendance discussed such things as our next scheduled Community Event. The annual Bake Sale that will be held February 14, 2009 at the Community Center (School Cafeteria) between 9a.m. and 12N.

Other items discussed included the Community Garden, future Community Events and the structure the BOC will form as more members are added.

The Community Garden meeting will be held in the Wisram Community Church kitchen at 2 p.m. January 18, 2009 after coming together at the garden site on Highway 14 frontage road for a quick look around. Be thinking about what you want to plant and garden layout. We welcome your input and would like to invite any interested person to join us.

The next BOC Meeting will be held in the Wishram Community Church kitchen February 8, 2009 at 2 p.m. At that time we will be deciding the specifics of the Bake Sale and discussing future events. Be thinking of activities you would like our community to do in the upcoming year and attend so that your voice can be heard.

Community Action

On December 24 a new Meal on Wheels effort was started. At present 11 people are being served a hot meal every day. Robert Rowan is serving as our chef. More details will be forthcomming as well as pictures.
